Second thoughts at Winning Ugly: NATO’s intervention in the Libyan Crisis

As NATO intervenes in the Libyan conflict in 2011, observers may be struck by a sense of déjà vu. Could the current crisis in Libya constitute a repeat of NATO’s military intervention in Kosovo, which involved a controversial and largely unsuccessful air campaign between 24 March 1999 and 11 June 1999?   

For answers, we could look to an important book, on the lessons learned from the Kosovo intervention, Winning ugly: NATO's war to save Kosovo (Brookings Institute Press. Washington, D.C, 2000). The authors are Ivo Daalder, currently US Ambassador to NATO, but then based at the Brookings Institute, and Michael E. O’Hanlon, Director, Research and Senior Fellow, Brookings Institute.
