Although the ‘Third Site’ for intercontinental-range missile defences in Eastern Europe has been cancelled in favour of sea-based missile defence systems, the United States remains committed to building advanced missile defence capabilities with NATO allies. Some see this as good news for NATO: as a conduit for advanced transatlantic defence technology cooperation and an opportunity to work with Russia as a cooperative partner. Others raise similar financial, political and security concerns regarding the Alliance’s future Active Layered Theatre Ballistic Missile Defence (ALTBMD) Programme as they did with the US BMD system. To facilitate public and parliamentary debate and accountability on this controversial issue, all NATO ballistic missile threat assessments and industrial studies should be declassified and placed in the public domain.
